The film is produced by Iñárritu and Cruise, with backing from Warner Bros. and Legendary Entertainment.

The project is Iñárritu's first English-speaking project since The Revenant (2015). In 2017 he presented Flesh and sanda virtual reality short film that gives the audience the perspective of migrants crossing the US-Mexico border with a coyote. Iñárritu debuted the project at Cannes 2017 and won a Special Academy Award Oscar for his achievement in virtual reality.
